how to binding the developer acccount and ebay account

I have a ebay account.it can be used for selling.I want to call ebay xml api.ebay official website say that if I call ebay xml api,I need to register developer account.
would you like to tell me how to binding the developer account and the ebay account?

You need to create a 'token'. This can be done via API calls or eBay provides this tool.
